Born Johann Lipke in Czattkau, Kreis Dirschau, West Prussia, in the German Empire (today, Czatkowy, near Tczew, Poland), Jack's native language was German. He emigrated to the U.S. as a child, age 6 years, with his family in late 1904 on the S.S. Chemnitz sailing from Bremen to New York City. His family immediately settled in Syracuse, then around 1909 moved to their farm in North Syracuse (south of today's Taft Road, near Kreischer Road and Church Street). He became a U.S. citizen on 22 April 1916 at the age of 17 on his father's naturalization certificate.
Jack had a first marriage with a woman named Iola that didn't work out and they were divorced. Then he married Luella Mae Hawkey Chapman around 1942, who had been previously married to Delbert Edmund Chapman, and had a daughter, Barbara Chapman. In addition to raising Barbara together, Jack and Luella had a son, Thomas John ("Tommy") Lipke. In 1949 they bought property on Church Street in North Syracuse and built their home there near his brother Tony's family.
