"before 1828 Stephen Welfare" (May or may not be the same man) If it is it is probably why Ann and Jane had their baptisms recorded 29 Apr 1828 at the Cripplegate, London, Dissenters register office.

Note in Historic Hastings p168 states that "In 1834 .. that the Bourne be
covered over from the Creek Bridge to Mr. S. Welfare's premises..."

Employed as Turncock by Commissioners. Registered Elector in 1836-37.
