Census 1900 has him born Dec 1883 on handwritten original and aged 21 on 1905, 36 in 1920, 57 in 1940 and on birth and death as 1889.
I am now 99% certain Walter Leroy was born in 1883. All census records except 1940 show him born Dec 1883 or of an age to be born 1883. Except 1940 which states 1889. If you look at the original 1940 handwritten copy the age space has a 5 linked to a vertical stroke. I have made the same mistake myself in handwriting where in speed I do not lift the pen between the 5 and the next digit. I am then uncertain later whether it is a 1 or 7 i.e. 51 or 57. In the 1940 census case it could be a 1 or 7 but the 7 in 7th grade education is the same. Therefore I believe the transcriber made the error not the enumerator.
Now why was his birth record showing 1889, well I haven't seen the original. The death record doesn't show the age or birth. The tomb does show born 1889 though. No doubt that was made after he died and perhaps after Vera Blanche had died. The clincher for me is the Service record below.
